Bill Outlaw

Practice Partner

Bill Outlaw is a Media & Communications Strategies Practice Partner with extensive experience in public affairs based on his professional background as head of communications for two federal agencies, press secretary for a U.S. Senator and a presidential candidate and as head of communications for several nonprofit groups. Before entering the public affairs arena, Outlaw worked as a reporter for The Associated Press in North and South Carolina and for The Washington Times, where he was State Department correspondent. His background in communications includes developing and executing strategic communications plans on a variety of issues, ranging from international affairs to nuclear and energy issues and transportation to issues dealing with health care for veterans. He has led and overseen media relations, media training and strategic communication plans designed to enhance outreach to stakeholder groups in those issue areas.

He has been active in the Public Relations Society of America, where he has served as Vice President of the 1,200-member Washington chapter, and has chaired their professional development and program committees. He received the Washington PRSA chapter’s Diamond Thoth Award for professional service. He also has worked for a number of prominent politicians - -such as the late U.S. Senator Strom Thurmond of South Carolina -- and high-level government executives. He also has worked for nonprofit groups which have represented interests of top retail companies such as Neiman Marcus, 3M and Caterpillar. He has BA in Journalism and Master of Mass Communication degrees from the University of South Carolina.
